So if this goes as it has in the past, early to mid 90's, the staff count will be back to normal to provide services. HOWEVER there will be a significant change in how it is done.

So taxpayer this sounds like good news, but may not be as good as you would think. First the staff are laid off, when the public cry for personnel to provide the services that they want the job will be given to a 'contractor' rather than re-hiring or hiring State employees. Okay, you save money during the staff reduction, and pay less for the replacements, or so you would think. However when a contractor is hired he is hired through an agency that could or could not have political ties. So if you believe the politician will pay less to his 'friend' oh well.

Bad news - good news for the State employees represented by the Unions. Bad news you may lose your job. Good news (like in the early to mid 90's, as posted in On The Move) the contract employees will be eventually win the victory of being allowed to be due paying members of the union. You will still be out of a job, but there will be a big victory dance. So the money and benefits that the State worker is out will be redistributed to cronies and the unions (who happen to be pushing for Quinn's tax increase, even though he has said layoff regardless).

Can you say Hokey Pokey. How about this 'Backdoor Privatization" with blessing.
